Albanian/Nat K-FOR forces are starting to disarm rebel Kosovo Liberation Army soldiers as part of the United Nations deal which hopes to eventually bring peace to Kosovo. One group of guerillas found near Urosevac seemed happy to hand over their weapons to a division of the U-S army. Also part of the rapid demilitarisation of the province are the Yugoslav troops still leaving, abandoning vehicles and equipment in their rush to go. They are accompanied by Serb civilians, fearful of vengeance attacks by the returning ethnic Albanian refugees and the K-L-A. The First Armed Airborne Division of the U-S army stopped a car-full of K-L-A soldiers near the Kosovan town of Urosevac on Wednesday. As part of the K-FOR troops, one of their tasks is to disarm the rebel army, a condition stipulated in the United Nations peace deal agreed on last week. This group of guerilla fighters complied with the K-FOR soldiers, probably relieved that the fighting is now over. They were well-equipped, with a large cache of weapons including automatic rifles and grenades. While these K-L-A fighters were friendly with the Americans, there are fears splinter factions of the rebels will continue to attack Serbs still living in the province, left unprotected by Yugoslav forces. These abandoned Yugoslav military vehicles show how quickly they left. With petrol supplies running low after over two months of NATO bombing, some of the vehicles did not have the fuel to take their soldiers home. Even artillery and other equipment lies abandoned on the ground of this army base. Some Yugoslav soldiers are still in the process of leaving, many of them in the same convoys as the hundreds of Serb civilians also leaving the province. The Serbs from Kosovo, who made up 10 per cent of the population before the troubles began, are in their own turn becoming refugees. Some travelling on tractors, observers will be reminded of another exodus, which ended only days before this one began. These Serbs say without the protection of their own army, they fear reprisal attacks by Kosovo Albanians. No doubt the Yugoslav forces accompanying the new refugees back into Serbia, will be given a hero's welcome for keeping their fellow Serbs safe from danger. The agreement that the government reached with the government of Serbia for Kosovo denomination to be only Kosovo without the Republic and with a footnote which says that it does not prejudice the positions of the parties on the status of Kosovo and also that it is in compliance with (UN) Resolution 1244 and the ICC (means ICJ, the International Court of Justice) advice is unacceptable to us, because (UN) Resolution 1244 is a resolution that keeps Kosovo as a part of territorial integrity and sovereignty of Serbia." 12. Wide of protest STORYLINE Hundreds of ethnic Albanians clashed with police in the capital Pristina on Monday at a protest against recent agreements between Kosovo and Serbia. The demonstration was called by the opposition movement, Self-Determination, which opposes talks with Serbia. Protesters gathered in Mother Teresa Square three days after Serbia and its one-time province of Kosovo reached agreement on two key issues that will significantly enhance Serbia's chances of becoming an official candidate for EU membership this week. The agreements allow Kosovo to represent itself in international conferences and spell out the technical details of how Serbia and Kosovo will manage their joint borders and border crossings. One of the key sticking points has been Kosovo's insistence that it be represented in international forums as an independent state, something Serbia has opposed. A compromise proposed by the EU and accepted by both sides states that Kosovo's nameplate at meetings will be followed by an asterisk. This would have a footnote attached referring to a UN Security Council resolution that makes no mention of Kosovo's independence, and a ruling by the International Court of Justice saying Kosovo's declaration of independence is legal. Self-Determination spokesperson Visar Ymeri described the compromise as "unacceptable." "We have gathered here for this demonstration today to suspend for four hours the work of the government because the government is suspending the state of Kosovo," Ymeri said. Kosovo's Prime Minister, Hashim Thaci, said last week he was aware the move was not popular among Kosovo's majority ethnic Albanians who fear the agreement dilutes Kosovo's 2008 secession from Serbia, but insisted it was a temporary formula. Kosovo, which declared independence in 2008, used to be a province of Serbia. Belgrade has vowed to never recognise its secession but the two sides have been in regular talks for the past year on normalising ties. The EU says it is not necessary for Serbia to recognise Kosovo, but there must be an easing of tensions with Kosovo's government before Belgrade can be given EU candidate status - which paves the way for negotiations on eventual accession into the 27-nation bloc. English/Nat Backed by a stiff NATO warning of possible military action, the six-nation group that oversees the Balkans is intensifying efforts for a political settlement to end the violence in Kosovo. The Contact Group met in London on Friday to consider a new U-S initiative to bring peace to the Serbian province. The U-S plan being presented to the Contact Group would require Milosevic to withdraw troops and special police units from Kosovo, and permit war crimes investigators to look into killing of 45 ethnic Albanians in Racak. He would also have to negotiate with ethnic Albanian leaders, about self rule for the province Both sides would have to set aside the question of independence for Kosovo for three years. On Thursday NATO told Yugoslav President Slobodan Milosevic and the ethnic Albanians they must negotiate a settlement or face the consequences. It warned it is ready to attack if the Serbs and ethnic Albanians do not begin talks within days. French President Jacques Chirac and British Prime Minister Tony Blair also lent weight to the drive for international peace talks, saying in a joint statement they would commit ground troops to Kosovo as reinforcement for a political solution. But the Serbian leadership has already rejected the calls for an international peace conference on Kosovo insisting on local talks. They argue talks should be held in Kosovo and should exclude the Kosovo Liberation Army, the ethnic Albanian rebel group fighting Yugoslav Serb forces for independence. The K-L-A, for its part, has long rejected the idea of a peace conference unless it will lead to full independence. SOUNDBITE: (English) "I expect that today we will be sending a message both to Belgrade and also to the Kosovo side that we are calling them to talks. We want those talks to start soon, we want it to a tight deadline and we want agreement from them on the proposals by the contact group which would offer Kosovo self government, free and fair elections, control over their own police force, would give Belgrade a way out of a conflict it cannot win. We want a positive response for that and all six nations here, I'm sure will be showing unity behind that demand." SUPER CAPTION: Robin Cook, British Foreign Secretary SOUNDBITE: (English) "We are here on the eve of a very important meeting and the opportunities to try and get this Kosovo issue resolved, we're going to work very hard and begin to focus very much on getting things resolved within a reasonable timetable. Ambassador Hill is here, he's going to be the main negotiator and we're very much intent on getting this thing done." T/I 10:48:34 Yugoslav officials took a group of around 40 foreign diplomats Sunday (08/03) to two villages in the Drenica region of Kosovo at the centre of a massive police operation this week. The diplomats from 40 different countries visited the villages of Prekaz and Likosane. On returning to the airport in Belgrade, Canadian Ambassador Raphael Girard described the situation in Drenica as being "calm..an eerie calm". He described the damage done to the area and showed reporters a 20 mm shell from the scene. Girard also called for dialogue to avert the risk of greater crisis in Drenica. Yugoslav officials said the villages were used by ethnic Albanian separatists, who they described as "terrorists". It is a limited action against known targets and that has been successful - what we couldn't ascertain was how long this activity would take place. What we saw was calm there was no action going on, no refugees on the road ...and I have an example of the calibre of weapon used... it is a 20 millimetre shell... not light weapons". Eng/French/Nat The Contact Group on Balkans will push for a new United Nations Security Council resolution on Kosovo to endorse the peace deal hammered out with Belgrade. Under the plan, the Serb leader pledged to take steps to end his months long crackdown on ethnic Albanians in Kosovo including reducing troop numbers to their pre- conflict levels. Hubert Vedrine, the French Foreign minister said the verification mission's aim was to ensure the troops withdrawals did take place which would lead to negotiations on substantial autonomy for Kosovo. Members of the Contact Group gathered at the French foreign ministry to discuss what they hope will be a permanent end to the fighting in Kosovo. The group is comprised of representatives from the United States, Britain, France, Germany, Italy and Russia. The group discussed this week's agreement reached between U-S envoy Richard Holbrooke and Yugoslav President Slobodan Milosevic. On Monday, Holbrooke secured a pledge from Milosevic to end his offensive against ethnic Albanian separatists in the southern province. The eight-month crackdown has killed hundreds and created nearly 300-thousand refugees who have fled their homes in fear. Another key part of the deal was the creation of a verification team of two-thousand members, mostly European, to monitor Serbs compliance. The pressure is now on Milosevic to pull more Serb forces out of the province before a Saturday deadline set by the North Atlantic Treaty Organisation. But after the meeting, the French Foreign Minister Hubert Vedrine said the verification mission was not only going to make sure the troops left but that refugees would feel safe to go home. SOUNDBITE: (French) "The function of this verification mission, I insist on using this term because it was at the heart of the negotiations in Belgrade, is, of course, to verify the withdrawal of the different forces. We wanted the special (Serb) forces to return to levels they were at in March. Apart from this, the mission aims to create the conditions of security and trust necessary for refugees to return home." SUPER CAPTION: Hubert Vedrine, French Foreign Minister He also said it was important that conditions for a political solution to the crisis would be created. SOUNDBITE: (French) "It's a matter of creating the conditions that will allow both parties to hold negotiations that will lead to a political solution that involves a substantial autonomy status." SUPER CAPTION: Hubert Vedrine, French Foreign Minister The Contact Group is going to seek a new United Nations Security Council resolution to endorse the Kosovo peace deal. The British Foreign Minister said the group would continue to meet on the crisis. SOUNDBITE: (English) "We are fully committed to this agreement, we are determined to remain vigilant to see the agreement implemented and we agreed to the request of the chairman of the O-S-C- E (Organisation of Security and Cooperation in Europe) that the Contact Group should meet at any time that the O-S-C-E felt it would be necessary or practical." SUPER CAPTION: Robin Cook, British Foreign Secretary The Polish Foreign Minister Bronislaw Geremek, current head of the Organisation for Security and Cooperation in Europe (OSCE), would fly to Belgrade on Friday to sign the agreement. We stopped at Victoria Fountain, in front of Buckingham Palace and over the next half hour saw, a procession celebrating Kosovo's declaration of independence earlier in the day, a large roller skating group (popular in Paris and London) emerge from the park and skate around the the fountain, and a man stealing coins from the fountain, repeatedly, to the amazement of the tourists. Buckingham Palace became the official royal palace of the British monarch on the accession of Queen Victoria in 1837. Buckingham Palace is not only the weekday home of the Queen and Prince Philip but also the London residence of the Duke of York and the Earl and Countess of Wessex. It is an art gallery, park, garden and tourist attraction.
