The diplomats from 40 different countries visited the villages of Prekaz and Likosane. The New York-based aid group will drop 4,000 bright-yellow meal packets a day initially, containing everything from peanut butter to lentil stew. It hopes to build up to 8,000 dropped meals daily. The packages are being prepared at the mission's base at Pescara on Italy's Adriatic coast. But the flights are likely to be hazardous, if Wednesday's events are anything to go by. The I-R-C flight by an Antonov 26 cargo plane, with a crew of six Moldavians, flew in at 15 thousand feet but met anti-aircraft fire that detonated about 2 thousand feet below as it passed over Kosovo. They didn't feel directly threatened but it is a concern to us - our mission is not an act of aggression but an act of compassion." Albanian/Nat K-FOR forces are starting to disarm rebel Kosovo Liberation Army soldiers as part of the United Nations deal which hopes to eventually bring peace to Kosovo. One group of guerillas found near Urosevac seemed happy to hand over their weapons to a division of the U-S army. Also part of the rapid demilitarisation of the province are the Yugoslav troops still leaving, abandoning vehicles and equipment in their rush to go. They are accompanied by Serb civilians, fearful of vengeance attacks by the returning ethnic Albanian refugees and the K-L-A. The First Armed Airborne Division of the U-S army stopped a car-full of K-L-A soldiers near the Kosovan town of Urosevac on Wednesday. As part of the K-FOR troops, one of their tasks is to disarm the rebel army, a condition stipulated in the United Nations peace deal agreed on last week. This group of guerilla fighters complied with the K-FOR soldiers, probably relieved that the fighting is now over. They were well-equipped, with a large cache of weapons including automatic rifles and grenades. While these K-L-A fighters were friendly with the Americans, there are fears splinter factions of the rebels will continue to attack Serbs still living in the province, left unprotected by Yugoslav forces. These abandoned Yugoslav military vehicles show how quickly they left. With petrol supplies running low after over two months of NATO bombing, some of the vehicles did not have the fuel to take their soldiers home. Even artillery and other equipment lies abandoned on the ground of this army base. Some Yugoslav soldiers are still in the process of leaving, many of them in the same convoys as the hundreds of Serb civilians also leaving the province. The Serbs from Kosovo, who made up 10 per cent of the population before the troubles began, are in their own turn becoming refugees. Some travelling on tractors, observers will be reminded of another exodus, which ended only days before this one began. These Serbs say without the protection of their own army, they fear reprisal attacks by Kosovo Albanians. No doubt the Yugoslav forces accompanying the new refugees back into Serbia, will be given a hero's welcome for keeping their fellow Serbs safe from danger. It's job is described as supporting the search for a national consensus on Kosovo, and drawing up a proposed solution by March 2018. Kosovo declared independence from Serbia in 2008, and fought a bloody conflict with Serbia in 1998-99. The working group is made up of officials from various government ministries, and aims to hold meetings with various groups -- including the Academy of Science, NGOs, and the Serbian Orthodox Church. Nationalist opposition politicians in the Serbian parliament have criticized the working group, saying it's real aim is to prepare society for the recognition of Kosovo. Improving ties is a key requirement for Serbia's aim of joining the European Union.

Under the plan, the Serb leader pledged to take steps to end his months long crackdown on ethnic Albanians in Kosovo including reducing troop numbers to their pre- conflict levels. Hubert Vedrine, the French Foreign minister said the verification mission's aim was to ensure the troops withdrawals did take place which would lead to negotiations on substantial autonomy for Kosovo. Members of the Contact Group gathered at the French foreign ministry to discuss what they hope will be a permanent end to the fighting in Kosovo. The group is comprised of representatives from the United States, Britain, France, Germany, Italy and Russia. The group discussed this week's agreement reached between U-S envoy Richard Holbrooke and Yugoslav President Slobodan Milosevic. On Monday, Holbrooke secured a pledge from Milosevic to end his offensive against ethnic Albanian separatists in the southern province. The eight-month crackdown has killed hundreds and created nearly 300-thousand refugees who have fled their homes in fear. Another key part of the deal was the creation of a verification team of two-thousand members, mostly European, to monitor Serbs compliance. The pressure is now on Milosevic to pull more Serb forces out of the province before a Saturday deadline set by the North Atlantic Treaty Organisation. But after the meeting, the French Foreign Minister Hubert Vedrine said the verification mission was not only going to make sure the troops left but that refugees would feel safe to go home. SOUNDBITE: (French) "The function of this verification mission, I insist on using this term because it was at the heart of the negotiations in Belgrade, is, of course, to verify the withdrawal of the different forces. We wanted the special (Serb) forces to return to levels they were at in March. Apart from this, the mission aims to create the conditions of security and trust necessary for refugees to return home." The diplomats from 40 different countries visited the villages of Prekaz and Likosane. On returning to the airport in Belgrade, Canadian Ambassador Raphael Girard described the situation in Drenica as being "calm..an eerie calm". He described the damage done to the area and showed reporters a 20 mm shell from the scene. Girard also called for dialogue to avert the risk of greater crisis in Drenica. English/Nat Backed by a stiff NATO warning of possible military action, the six-nation group that oversees the Balkans is intensifying efforts for a political settlement to end the violence in Kosovo. The Contact Group met in London on Friday to consider a new U-S initiative to bring peace to the Serbian province. The U-S plan being presented to the Contact Group would require Milosevic to withdraw troops and special police units from Kosovo, and permit war crimes investigators to look into killing of 45 ethnic Albanians in Racak. He would also have to negotiate with ethnic Albanian leaders, about self rule for the province Both sides would have to set aside the question of independence for Kosovo for three years. On Thursday NATO told Yugoslav President Slobodan Milosevic and the ethnic Albanians they must negotiate a settlement or face the consequences. It warned it is ready to attack if the Serbs and ethnic Albanians do not begin talks within days. French President Jacques Chirac and British Prime Minister Tony Blair also lent weight to the drive for international peace talks, saying in a joint statement they would commit ground troops to Kosovo as reinforcement for a political solution. But the Serbian leadership has already rejected the calls for an international peace conference on Kosovo insisting on local talks. They argue talks should be held in Kosovo and should exclude the Kosovo Liberation Army, the ethnic Albanian rebel group fighting Yugoslav Serb forces for independence. The K-L-A, for its part, has long rejected the idea of a peace conference unless it will lead to full independence. SOUNDBITE: (English) "I expect that today we will be sending a message both to Belgrade and also to the Kosovo side that we are calling them to talks. We want those talks to start soon, we want it to a tight deadline and we want agreement from them on the proposals by the contact group which would offer Kosovo self government, free and fair elections, control over their own police force, would give Belgrade a way out of a conflict it cannot win. We want a positive response for that and all six nations here, I'm sure will be showing unity behind that demand." President Slobodan Milosevic was also threatened by the six-nation contact group with new economic sanctions if he does not arrange unconditional peace talks with ethnic Albanians in Kosovo. But the accord was reached over Russia's objections. Being kept away from the meeting of the six-member contact group in Bonn by tight police security, thousands of protesters gathered in a park across the Rhine River. Calling for Kosovo's independence from Yugoslavia, these ethnic Albanians staged their rally to coincide with the talks on the troubled province's future. Demonstrators carried Albanian flags and banners calling for freedom for Kosovo. Protest organisers felt it was important to remind the contact delegates of their presence. Across the river, the negotiations were tense. The U-S urged tougher sanctions against Yugoslavia as a way to end violence against ethnic Albanians in Kosovo province. But Russia argued against new penalties. The conflicting positions at the meeting of the six-nation "Contact Group" underlined the difficulty the U-S is having persuading its allies to put the squeeze on Yugoslav President Slobodan Milosevic. Fresh violence in Kosovo has added urgency to the foreign ministers' talks, in which Albright was also seeking support from Italy, France and Germany for a tougher line against Belgrade. According to a U-S official, Primakov held out against setting March 31 as the deadline for the U-N Security Council to approve the weapons ban until the final hour of the talks. Russia has negotiated a 1.5 (b) billion dollar arms deal with Yugoslavia. Albright said at a news conference a weapons ban would probably apply only to new deals, but an official said it would stop all undelivered weapons. Another official said that during the negotiations, Primakov expressed concerned that the weapons ban, once imposed, would never be removed.
