The First Armed Airborne Division of the U-S army stopped a car-full of K-L-A soldiers near the Kosovan town of Urosevac on Wednesday. As part of the K-FOR troops, one of their tasks is to disarm the rebel army, a condition stipulated in the United Nations peace deal agreed on last week. This group of guerilla fighters complied with the K-FOR soldiers, probably relieved that the fighting is now over. They were well-equipped, with a large cache of weapons including automatic rifles and grenades. While these K-L-A fighters were friendly with the Americans, there are fears splinter factions of the rebels will continue to attack Serbs still living in the province, left unprotected by Yugoslav forces. These abandoned Yugoslav military vehicles show how quickly they left. With petrol supplies running low after over two months of NATO bombing, some of the vehicles did not have the fuel to take their soldiers home. Even artillery and other equipment lies abandoned on the ground of this army base. Some Yugoslav soldiers are still in the process of leaving, many of them in the same convoys as the hundreds of Serb civilians also leaving the province. The Serbs from Kosovo, who made up 10 per cent of the population before the troubles began, are in their own turn becoming refugees. Some travelling on tractors, observers will be reminded of another exodus, which ended only days before this one began. These Serbs say without the protection of their own army, they fear reprisal attacks by Kosovo Albanians. No doubt the Yugoslav forces accompanying the new refugees back into Serbia, will be given a hero's welcome for keeping their fellow Serbs safe from danger. It's job is described as supporting the search for a national consensus on Kosovo, and drawing up a proposed solution by March 2018. Kosovo declared independence from Serbia in 2008, and fought a bloody conflict with Serbia in 1998-99. The working group is made up of officials from various government ministries, and aims to hold meetings with various groups -- including the Academy of Science, NGOs, and the Serbian Orthodox Church. Nationalist opposition politicians in the Serbian parliament have criticized the working group, saying it's real aim is to prepare society for the recognition of Kosovo. Improving ties is a key requirement for Serbia's aim of joining the European Union.

The diplomats from 40 different countries visited the villages of Prekaz and Likosane. German/Eng/Nat The international contact group on Kosovo is calling for an immediate cease fire and for governments to crack down on the flow of funds to ethnic Albanian rebels in the troubled Serb province. The group - made up of Germany, France, Britain, Russia, Italy and the United States - was meeting outside Bonn to address the ongoing crisis that has killed hundreds since February. After twelve hours of talks, the six nations said they had agreed on the elements of a plan establishing the framework for a peaceful resolution. German Foreign Minister Klaus Kinkel said their proposals would be passed on secretly to Serb authorities and ethnic Albanian leaders. Further details of the proposals were not given. Kinkel also gave assurances to Russia, which has taken the lead in pushing for a diplomatic versus military solution, that its input was crucial. The Contact Group stressed that primary responsibility for the conflict lies with Yugoslav President Slobodan Milosevic. But recognising the influence of the militant Kosovo Liberation Army (K-L-A), the diplomats also put some blame with the other side and called on nations to stem the flow of funds to Albanian soldiers. U-S envoy Richard Gelbard said the group acknowledges they must take the K-L-A into account in any negotiations. American officials had already begun making contact recently with K-L-A leaders, although Milosevic still refuses to sit down with them. Meanwhile, clashes continued in the province on Wednesday left at least six ethnic Albanians dead and a Serb policeman wounded. The major powers are seeking to avert more violence, which they fear could spread to other areas of the Balkans with large Albanian populations. Down the road from Wednesday's meeting, demonstrators warned that the crisis in Kosovo could erupt into a troubling repeat of the war in Bosnia. They held a banner with the names of those still missing in Bosnia - a fate they say could loom in the near future for the people of Kosovo. SOUNDBITE: (German) "Russia has to be consulted for a solution, there can't be any solution without Russia and that's why I want to tell the Russian foreign minister that we must all together find an answer so that Kosovo can be solved in a quick and peaceful way that would mean autonomy and not separation."
