    T/I 10:48:34 Yugoslav officials took a group of around 40 foreign diplomats Sunday (08/03) to two villages in the Drenica region of Kosovo at the centre of a massive police operation this week. The diplomats from 40 different countries visited the villages of Prekaz and Likosane. On returning to the airport in Belgrade, Canadian Ambassador Raphael Girard described the situation in Drenica as being "calm..an eerie calm". The First Armed Airborne Division of the U-S army stopped a car-full of K-L-A soldiers near the Kosovan town of Urosevac on Wednesday. As part of the K-FOR troops, one of their tasks is to disarm the rebel army, a condition stipulated in the United Nations peace deal agreed on last week. This group of guerilla fighters complied with the K-FOR soldiers, probably relieved that the fighting is now over. They were well-equipped, with a large cache of weapons including automatic rifles and grenades. While these K-L-A fighters were friendly with the Americans, there are fears splinter factions of the rebels will continue to attack Serbs still living in the province, left unprotected by Yugoslav forces. These abandoned Yugoslav military vehicles show how quickly they left. With petrol supplies running low after over two months of NATO bombing, some of the vehicles did not have the fuel to take their soldiers home. Even artillery and other equipment lies abandoned on the ground of this army base. Some Yugoslav soldiers are still in the process of leaving, many of them in the same convoys as the hundreds of Serb civilians also leaving the province. The Serbs from Kosovo, who made up 10 per cent of the population before the troubles began, are in their own turn becoming refugees. Some travelling on tractors, observers will be reminded of another exodus, which ended only days before this one began. These Serbs say without the protection of their own army, they fear reprisal attacks by Kosovo Albanians. No doubt the Yugoslav forces accompanying the new refugees back into Serbia, will be given a hero's welcome for keeping their fellow Serbs safe from danger. English/Nat An international aid group dropped leaflets over Kosovo on Wednesday promising hungry refugees that food was on the way, The first aid drops into the province are due to start on Thursday, and are intended for 50 thousand Kosovars considered most at risk. The pilots flying for the International Rescue Committee (I-R-C) reported seeing anti-aircraft fire below them on Wednesday's runs. But they returned safely to the mission's base at Pescara on Italy's Adriatic coast. Two Soviet-made cargo planes flying for the I-R-C are due to start dropping meal packets on Thursday, flying without Yugoslav permission or NATO protection. The aid group has told Belgrade and NATO of its flight routes and schedules. But NATO will not patrol the air corridor the humanitarian group uses, meaning the private planes will be defenseless if the Serbs fire on them. The New York-based aid group will drop 4,000 bright-yellow meal packets a day initially, containing everything from peanut butter to lentil stew. It hopes to build up to 8,000 dropped meals daily. The packages are being prepared at the mission's base at Pescara on Italy's Adriatic coast. But the flights are likely to be hazardous, if Wednesday's events are anything to go by. The I-R-C flight by an Antonov 26 cargo plane, with a crew of six Moldavians, flew in at 15 thousand feet but met anti-aircraft fire that detonated about 2 thousand feet below as it passed over Kosovo. SOUNDBITE:(English) "The crew in the de-briefing said they had encountered what they thought was anti-aircraft fire directed against the plane. They saw explosions well below the plane. They didn't feel directly threatened but it is a concern to us - our mission is not an act of aggression but an act of compassion." SUPER CAPTION: Mark Bartolini, I-R-C spokesman Hundreds of thousands of ethnic Albanians have fled Kosovo since NATO started bombing and Yugoslav forces escalated their ground attacks in late March. The U-N estimates that 600,000 are still living in the Yugoslav province, with little or no food. The I-R-C reckons about 50 thousand of these are in desperate need. SOUNDBITE: (English) "We have identified a population of about 50 thousand people who, in the first days of cleansing, fled into the mountains and forests of Kosovo. these people are in desperate need. Some of them have starved to death already, we believe, and the only way to reach them is by airdrops." It is now one of the largest refugee aid agencies in the United States. Protesters claim the proposal offers too many concessions to the Serb minority and falls short of granting the province full independence from Serbia. The demonstration follows violent clashes between police and activists of the "Self-Determination" movement nearly a month ago. Two demonstrators were killed when U.N. police fired rubber bullets at ethnic Albanian protesters angry with the plan who broke through a police barricade in attempt to reach the government building in Kosovo's capital, Pristina. In the aftermath of the protest, three U.N. cars were bombed, raising fears that tension could plunge the territory back into violence eight years after the war between Serb forces and ethnic Albanian separatists. The U.N. plan, drafted by chief envoy Martti Ahtisaari, would grant greater rights and security to Kosovo's small Serbian minority while putting the province under internationally supervised self-rule and giving it elements of statehood, such as a flag, anthem, army and constitution. The protest comes a day after the final round of talks between ethnic Albanians and Serbs ended in disagreement over the plan. With both sides entrenched in their opposing views, it is likely that Ahtisaari will significantly change his proposal before submitting it later this month to the U.N. Security Council, which will have the final say. Ethnic Albanian leaders, who demand independence from Serbia, have accepted the U.N. proposal, while Serbia rejected it, saying it gives the province virtual independence. "Ahtisaari's proposal is denying this right of self-determination to the people of Kosovo," said Glauk Konjufca, an organiser of the protest. In previous protests, the group has attracted up to three thousand demonstrators. It was unclear how many would gather on Saturday, but police said they were prepared. "We do have operational plans that will include KPS (Kosovo Police Service) UNMIK (United Nation Mission in Kosovo) police and KFOR (the NATO-led Kosovo Force), so we are prepared for any scenario, " police spokesman Veton Elshani told AP Television. The diplomats from 40 different countries visited the villages of Prekaz and Likosane. On returning to the airport in Belgrade, Canadian Ambassador Raphael Girard described the situation in Drenica as being "calm..an eerie calm". He described the damage done to the area and showed reporters a 20 mm shell from the scene. Girard also called for dialogue to avert the risk of greater crisis in Drenica.
